Until the recent episode -‘The Other Woman’, I thought that Ben’s attempted murder of Locke and Charlotte were intended to fail.
Firstly he shoots Locke in the left kidney. Since the kidney had been removed (a fact Ben would have known about), Locke survived. Ben then attempts to kill Charlotte but is thwarted by a bullet proof vest. Did Ben know about this. A matter of days after the attempted murder of Locke, Ben is Locke’s captive and claims to be exactly where he wants to be! Therefore it seems to me that Ben never intended to kill Locke - which suggests that he didn’t want to kill Charlotte.
But since the last episode, Ben’s jealousy has really been emphasised. His jealousy of Locke’s connection to Jacob may have caused him to try to kill Locke. In this episode, Ben also sends Juliette to kill Charlotte (+ Dan) as well. So maybe he did intend to kill her in the first place. What the hell is going on??

I agree that Ben is probably where he wants to be (he managed to get out of the basement and was merrily whistling while carrying sheets). He sure is a crafty trickster and spin doctor. Did he shoot Locke to test his magical island healing powers? Or did he shoot him to make him more take charge of the Losties group so he could manipulate them all later?
I agree that Juliet probably looks like Ben’s Annie (did he gas her?) or his mom, which is one reason he wants her to stay with him so much. Ben was def jealous to see Goodwin with Juliet and def wanted him to get killed. Juliet was visibly afraid that he would do the same to Jack…
Did Ben want Juliet to really kill Charlotte & Dan or did he just want to test her, knowing that she prolly wouldn’t do it. I think he prolly wanted to kill Charlotte. Good thoughts all around Seedy!

I think getting other people to do the acutal killing is all part of Ben’s Mansonesque M.O.
I originally thought that Ben did know that Charlotte had a vest on, through information provided to him by his man on the boat. After shooting her and seeing her bullet proof vest, I really thought the Losties (especially Locke) would ask themselves “Why would someone on a rescue mission be wearing a bullet proof vest?” Then, Charlotte, unable to answer, would have her cover blown.
In answer to losalia: If we look at past events - When Ben was on the operating table, he managed to coerce Juliet into shooting an Other (name escapes me), so I guess he would have no reason to believe that Juliet wouldn’t carry out his orders a second time. Did he use the same means of persuasion? I guess it is always possible that he doesn’t care whether Charlotte dies or not, but whether Juliet does his bidding or not. Of course, the fact that they were targetting the gas may have been his only concern! However, it seems a fairly useless weapon against invaders if they know it is there - they simply have to wear gasmasks! And how did they know it had been used before in the first place??? Surely noone survived the purge to pass on that information?? I need a lie down!
